The term ‘‘consumer product safety rule’’ means a consumer products safety standard described in section 7(a), 2056(a) of this title, or a rule under this Chapter declaring a consumer product a banned hazardous product.

Consumer Product Safety Act (CPSA) Enacted in 1972, CPSA is our umbrella statute. This law established the agency, defines CPSC’s basic authority and authorizes the agency to develop standards and bans.

The act gives CPSC the power to develop safety standards and pursue recalls for products that present unreasonable or substantial risks of injury or death to consumers. It also allows CPSC to ban a product if there is no feasible alternative to an outright ban.
