The Outer Banks in North Carolina are under evacuation warning as Hurricane Erin whips up high waves and flooding along the east coast.

Hurricane Erin weakened to a Category 3 hurricane Sunday as its outer bands continued to lash the Virgin Islands and Puerto Rico with heavy rains and tropical-storm force winds.

The outer bands of Erin are expected to produce 2 to 4 inches of rainfall and isolated totals of 6 inches across the northern Leeward Islands, the Virgin Islands, and Puerto Rico through Aug. 17.
